Why this guide exists: Amarillo is a slab town
The City of Amarillo publishes its own Panhandle Residential Foundation Manual (April 2017 edition), and its opening pages say the quiet part plainly: "The majority of foundations constructed in Texas consist of shallow, stiffened and reinforced slab-on-ground foundations. Many are placed on expansive clays and/or fills," which "have an increased potential for movement and resulting distress." The manual defines an expansive clay as soil with a weighted plasticity index above 15, and it provides slab designs for exactly those soils.
That has two consequences for the floor you walk on. First, moisture reaches your flooring from the ground up through the concrete — the slab is in contact with soil that holds water even when the air above it is bone dry. Second, a slab on clay moves with the seasons, and a floor bonded rigidly to a moving slab eventually shows it. Every other flooring decision in this guide follows from those two facts.
The Panhandle climate makes it worse in a way most people get backwards
The National Weather Service's Amarillo office describes the local climate as averaging 19.71 inches of precipitation a year, with humidity that "occasionally drop[s] below 15 percent in the spring," at about 3,700 feet of elevation, with "extreme and rapid temperature changes" — drops of 50 to 60 degrees inside 12 hours during frontal passages in fall and winter.
The instinct is that dry air means a dry slab and no moisture problem. It does not. The slab's moisture comes from below. What the dry air does is pull moisture out of the top of a wood floor while the slab pushes vapor in from the bottom — the two-sided stress that cups and gaps hardwood. It also means a moisture test that reads high is not an anomaly to explain away; it is a slab doing what slabs on clay do.

The short version: LVP and tile are the slab-native materials. Laminate works with a barrier it must have. Carpet is fine with a moisture-resistant pad in rooms that never see water. Solid hardwood is the outlier — over a slab it becomes a two-floor project (plywood subfloor first), which is why engineered hardwood, glued or floated directly on a passing slab, is what most Amarillo installers will steer a hardwood buyer toward.
Two different vapor barriers, and which one you're paying for
Under the slab (built with the house)
The International Residential Code, section R506.2.3, requires a 6-mil polyethylene or other approved vapor retarder between the slab and the prepared subgrade for conditioned floors, with exceptions for garages, unheated accessory structures, and flatwork. Amarillo's foundation manual is written to comply with the 2015 IRC's foundation chapter. So a code-built newer home should have one — but it was installed once, during the pour, and you cannot inspect it. An older home may predate the requirement entirely.
Over the slab (installed with the floor)
This is the one on your flooring quote: a 6-mil polyethylene sheet laid over the concrete, seams overlapped and taped, under the underlayment of a floating floor. A Texas statewide laminate cost source calls it "mandatory" under laminate over a slab and prices it at $0.20–$0.30 / sq ft installed, material plus labor. Engineered hardwood floated over a slab gets the same sheet; glue-down floors rely on the adhesive's moisture rating instead; LVP depends on the product's instructions. The under-slab retarder does not excuse the over-slab one — they do different jobs, and a good installer treats the slab as unknown until it is tested.
The moisture test: what it is and what the numbers mean

The in-situ probe is the more widely preferred method today because it reads the slab's interior, not just its surface. Whichever is used, the limits above are common industry guidance, not this site's own rule — the flooring and adhesive manufacturers set the number that governs your warranty, and it belongs in your quote. A slab that fails gets a moisture-mitigation coating or a different material, not a shrug.
Six steps before you choose a material on a slab
- Confirm which foundation you have. Look at the base of an exterior wall: a slab-on-grade home sits a few inches above the soil with no crawlspace vents; a pier-and-beam home has a crawlspace and vents. If you are unsure, a home inspection report, the original builder's plans, or the City of Amarillo Building Safety Division (806-378-3041) can help you find out. - Find out whether a vapor retarder was installed under the slab. The International Residential Code (R506.2.3) calls for a 6-mil polyethylene vapor retarder under the slab of a conditioned space, and Amarillo's residential foundation manual is written to comply with the 2015 IRC. A home built before that code, or with a sheet that was torn during the pour, may have none you can rely on. If you cannot confirm it, assume you cannot and let the moisture test decide.
- Have the slab moisture-tested before you choose a material. Ask the installer for an in-situ relative humidity test (ASTM F2170) or a calcium-chloride emission test (ASTM F1869), and for the written result. Typical industry limits are around 75% RH for wood, 75–80% for vinyl, and 85% for carpet — but the flooring and adhesive manufacturer's own limit is the one that governs the warranty.
- Check the slab for flatness. A 10-foot straightedge laid across the floor in several directions shows dips and humps. Thin floors like LVP show every one; floating floors flex and click apart over them. Out-of-flat slabs get a self-leveling underlayment before the finish floor.
- Look at cracks and past movement. Hairline shrinkage cracks are normal. Wide, offset, or growing cracks on the expansive clays common around Amarillo mean the slab is moving — tile needs a crack-isolation membrane over them, and any structural question goes to a foundation professional before flooring, not after.
- Match the material to the results. A dry, flat slab takes anything. A slab that tests wet or moves rules out laminate and solid hardwood first, then makes tile conditional on a membrane, and leaves LVP and (with a coating) engineered hardwood as the workable options. Get the test result, the leveling, and any barrier or membrane written into the quote as line items.

Only the vapor barrier has a sourced price, and it is a Texas-wide figure rather than an Amarillo one. The rest are listed without a number on purpose: no Amarillo or Texas price was found, and a made-up one would be worse than none. Ask for each as its own line, with the rate at which it is billed "if needed."
Vetting the slab work when Texas has no flooring license
Texas does not license flooring contractors and the City of Amarillo does not issue contractor ID numbers, so the slab is where a company's competence shows rather than a credential. Ask: Which moisture test do you use, and will I get the reading in writing? Is leveling included? Which barrier or membrane, and is it in the quote? For any work that alters the slab itself, confirm with the City of Amarillo — Building Safety Division at 806-378-3041 whether a permit applies. Then ask for the certificate of general liability insurance and check the company's Better Business Bureau standing — the two documents that stand in for a license here.
