Canyon: its own city, its own permit office
Canyon is the Randall County seat and home of West Texas A&M University, and it runs its own building department. Per the City of Canyon's published permit rules, a permit is required to construct, enlarge, alter, repair, move, or demolish a building, and to erect, install, alter, repair, or replace mechanical and plumbing work. Plain like-for-like flooring over an existing slab or subfloor doesn't obviously fall under "alter or repair a building," but slab repair, a new subfloor system, or structural work can — and the office, not the contractor, decides.

That registration — an annual fee plus a surety bond — is a real, checkable credential in a state with no flooring license, and it is specific to Canyon: a company registered in Canyon is not thereby registered in Amarillo, and vice versa. It does not replace the insurance certificate or the BBB check on the verification page; it sits alongside them.
Bushland: unincorporated, so the rules are different
Bushland is unincorporated Potter County, so no city building department covers it. Texas counties do not run a general residential building-permit program the way cities do; a county floodplain or on-site sewage permit can still apply to site work. For flooring that touches the slab or structure, ask Potter County directly which permits, if any, apply — and do not accept a contractor's claim of an "Amarillo permit" for a Bushland address.
In practice that means three things for a Bushland flooring job. First, nobody at a city will be inspecting it — the insurance certificate, the BBB check, and a written itemized quote carry the whole vetting load. Second, a contractor who says the job is "permitted with Amarillo" is describing a permit that does not cover your address; Amarillo's Building Safety office permits work inside the City of Amarillo. Third, if the job involves site work — drainage, a slab pour, anything near a septic system — Potter County's own permits (floodplain development, on-site sewage) are the ones to ask about, and they are not flooring permits.
